Change 1: Introduction of a threshold for checking certification at small and large events.
For the purpose of vaccine certification checks:
• A ‘small’ event is an event which has 999 attendees or less (excluding staff and volunteers working at the event)
• A ‘large’ event is an event which has 1,000 or more attendees (excluding staff and volunteers working at the event)
For nightclubs and similar late night premises, and for small events (with 999 or less attendees), the expectation would be that a 100% check of every vaccine certificate should, in most cases, be reasonable.
For large events (with 1,000 or more attendees at any one time), the expectation is that 1,000 checks or a 20% check (whichever is higher) of every vaccine certificate should, in most cases, be reasonable.
We recognise that businesses and event organisers may be in the process of building up the percentage of checks they are conducting by taking a graduated approach over the first 4 weeks of operation. The first publication of the guidance provided examples of how you might take a graduated approach.
Change 2: Clarified who the ‘person responsible’ is for COVID vaccine certification under the Regulations
As confirmed in the first publication of the guidance, the legal requirement is that the person responsible for the premises must ensure that there is a reasonable system for checking any person on, or seeking to enter, the premises are permitted to be there under the Regulations, and for removing or refusing access to those who are not permitted. This requires the person responsible to develop a compliance plan which sets out the system for checking and restricting entry and any other measures that will be in place to prevent or minimise the risk of transmission of COVID-19.
For late night premises, this will likely be the Premises Licence holder, the Public Entertainment Licence holder or the Safety Certificate holder, depending on the type of venue.
The person responsible when a relevant event is taking place is the person responsible for the premises at the time it is taking place, rather than being the person with overall responsibility for the premises. This means it could be, for example, the event organiser or the licence holder. Examples have been provided in the guidance.
Whilst the position has been set out in guidance, we will continue to work with Local Authority Officers and business organisations to consider if and how this should be reflected in Regulations.

Mobile Testing
Coronavirus Testing is important to help prevent the spread in our communities. Testing sites across the region are now open for people to get tested, whether they have symptoms or not. You can find out more about these testing sites and book your test here.
The mobile testing sites are walk-in and there is no need to book an appointment. However, to make the process quicker, you can book in advance and pre-register your details by phoning 119.
PCR Testing
In addition to the mobile testing vans which are visiting sites across the city, there are testing sites in which will now offer a PCR test to people - whether or not they have any symptoms of the virus.
Booking is preferred and you can book a PCR test at www.nhsinform.scot or by calling 0800 028 2816. If you need support with the booking process, call 119. People without bookings will also be accepted.

How to Self Isolate
Self-isolation means you should remain at home and should not go to work, school, public areas or use public transport. You should not go out to buy food or other essentials. You must stay at home.

Drop-in clinics are running at vaccination centres across Tayside for those who are over 16 and not had their first vaccine or anyone who is at 8 weeks or more since their first vaccine. The mandatory requirement to continue wearing face coverings is subject to regular review, and will continue to take account of social and economic factors, as well as the current impacts on public health and risks of transmission in Scotland. What you can do to help in your community
If you are able, you can be a great source of support and relief to other members of your community by looking out for them and for each other to help contain the spread of the virus and support those at most risk.
You can take some simple steps yourself, by:
- Checking up on neighbours.
- Offering to help with dropping off supplies or medicines.
- Providing a friendly ear and emotional support to those who are self-isolating, or who do not have a network of family or friends close by.

Beyond Level 0
Beyond Level 0 in Business
Thanks to the vaccination programme, Test and Protect, and the efforts of everyone across the country, Scotland is moving beyond the Protection Levels system. The COVID-19 pandemic, however, is not over and we must all continue to focus on preventing the spread of the virus. Some people may feel anxious about the easing of restrictions – particularly those who cannot have the vaccine or are more vulnerable to the impacts of the virus. Even those who have been double vaccinated can still catch, transmit and fall ill from the virus. Everyone who can is strongly encouraged to take up the offer of a vaccine in order to protect others at high risk as well as themselves. Scottish Government guidance is intended to provide further detail on the principles we should all follow to help us keep each other safe. Some of these measures are legal requirements, which will be kept under regular review to ensure they remain necessary and proportionate.

The Scottish Government has retained some border controls to help protect against the risk of importing new strains of the virus from abroad.
