
Drivers or passengers in a lorry or other heavy goods vehicle (HGV) that crosses international borders require certain documents for themselves as well as for the HGVs and trailers.
The Department for Transport (DfT), Driver and Vehicle Standards Agency (DVSA), Driver and Vehicle Licensing Agency (DVLA) and Traffic Commissioners for Great Britain have recently updated the guidance for drivers and operators on exactly which documents they will require in order to cross borders legally.

This guidance includes, among others, details of vehicle insurance and green cards, goods vehicle operator licence discs, vehicle emission levels and controls and haulage licences or permits needed for the journey.
The most recent update shows that, while drivers no longer need a green card to drive in Belarus, Iran and Russia, they do now need a green card to drive in Montenegro.
The guide covering HGV driver documents, available HERE, also mentions the change with regard to Montenegro.
It explains that drivers must carry their UK driving licence and that this must have the right category of licence for the vehicle they are driving. In addition, a Driver Certificate of Professional Competence (Driver CPC) qualification is required to drive a lorry professionally in the UK, the EU, Iceland, Liechtenstein, Norway and Switzerland.
