
Following a dumping investigation into Suspension Poly(Vinyl Chloride) (S-PVC) imported into the UK from the United States, the Trades Remedies Authority (TRA) issued a final recommendation to the Government that it should impose a new anti-dumping measure on low-priced imports of these products.
Trade Secretary Jonathan Reynolds has accepted that recommendation and a new duty of between 38.43% and 56.01% on imports of US-made S-PVC will now come into effect.
As is usual practice, the co-operating US exporter that submitted relevant data will receive a lower rate than other exporters that did not co-operate.
S-PVC is used to create a range of products including water pipes, window frames and food packaging and is also used in medical products such as blood storage bags. In 2022, the UK used over 440,000 metric tonnes of S-PVC with the market in this country being worth over £660 million.
During its investigation, the TRA found that, as a result of price undercutting, the UK’s S-PVC industry faced downward price pressure from dumped US products, forcing it to reduce prices to levels that were unsustainable for its business operations.
Imposing the anti-dumping measure would allow the UK industry to compete fairly, the TRA decided, and enable it to operate closer to its full capacity while potentially increasing its productivity.
