Position Title: BID Project Development Manager
Location: Dundee City Centre
Reports To: BID Steering Group

Overview:
The BID Development Project Manager will support the establishment of a Business Improvement District (BID) in Dundee City Centre by leading efforts to ensure a successful ballot. With the ballot scheduled for February 2026, the role requires extensive engagement with businesses, stakeholders, and the BID Steering Group to develop the BID proposal. A thorough understanding of the BID model and relevant legislation is essential as well as proven project management skills.
 
Key Responsibilities:


Stakeholder Engagement:

  • Build and nurture relationships with Dundee City Centre businesses, property owners, and stakeholders.
  • Act as the key contact for BID-related inquiries, providing information and addressing concerns.
  • Organise and facilitate consultation events, workshops, and meetings to encourage engagement.

Campaign Support:

  • Assist in developing and implementing a strategic communications plan to promote BID benefits.
  • Prepare promotional materials, such as newsletters, presentations, and online content.
  • Address concerns from businesses to foster support and ensure a positive outcome for the BID.

Business Plan Development:

  • Collaborate with the Steering Group to develop the BID Business Plan, detailing its vision, goals, and key projects.
  • Gather and analyse data to inform priorities and highlight the BID’s potential impact.
  • Ensure compliance with BID legislation and create a compelling case for voter approval.

Ballot Preparation:

  • Support preparations for the February 2026 ballot, coordinating with local authorities and relevant bodies.
  • Establish and ensure the voter database, BID Proposal, voting intentions and associated communications are accurate and effective.
  • Assist with ballot-related communications to maximise voter engagement and turnout.

Financial Planning Assistance:

  • Contribute to developing the BID budget, outlining projected levy income and identifying funding opportunities.
  • Communicate financial aspects and benefits of the BID to stakeholders effectively.

Governance and Compliance Support:

  • Assist the Steering Group with governance practices and ensure compliance with BID legislation.
  • Prepare key documentation, including meeting notes and legal agreements.

Data Collection and Analysis:

  • Conduct surveys and analyse feedback to identify business priorities and build a strong evidence base for the BID.
  • Use insights to demonstrate the BID’s value to potential voters.

Reporting and Accountability:

  • Provide regular updates to the BID Steering Group and other stakeholders on progress.
  • Maintain detailed records to ensure transparency and accountability throughout the development process.

Qualifications and Experience:

Essential:

  • Familiarity/Knowledge of Dundee City Centre’s business environment/community
  • Experience in project coordination, stakeholder engagement, and campaign support.
  • Strong interpersonal skills and the ability to build positive relationships.Excellent written and verbal communication skills.

Desirable:

  • Experience working with local businesses or city-centre initiatives.
  • Comprehensive understanding of BID models and legislation

Contract Type:

We are recruiting an experienced Project Manager for a contract from mid May to March 2026.  There will be a potential extension or further opportunities pending ballot outcome.
Renumeration: Negotiable.
Working Hours: Negotiable to deliver on the contract requirements.
