Following an application from UK producer 7 Steel UK, the Trade Remedies Authority (TRA) has immediately launched a review of the tariff rate quota (TRQ) on the UK’s steel safeguard measure covering Category 13 steel (rebar).
The application indicated that imports of this type of steel from Vietnam, which is used in construction, the automotive industry, engineering and white goods manufacture, may have surpassed the threshold for exceptions for developing countries.
Specifically, the applicant claims that Vietnamese imports of the goods subject to review now exceed the 3% import share threshold as set out in the Regulation 35B(9)(f) of the Trade Remedies (Increase in Imports Causing Serious Injury to UK Producers) (EU Exit) Regulations 2019.
Once its information is complete, the TRA will consider whether the list of developing countries excepted should be varied to reflect the potential change in import patterns.
Full details of the review, which covers the period 1 October 2024 to 30 September 2025, can be found here. Businesses have until 20 November 2025 to comment if they think that they may be affected by any change in quotas for this product.
They can register their interest in this review and submit comments.
The TRA’s initial analysis indicates there has been a change in circumstances, which corresponds with Regulation 35B(9)(f) of the Trade Remedies (Increase in Imports Causing Serious Injury to UK Producers) (EU Exit) Regulations 2019.
