Government Urged to Maintain Anti-Dumping Duties on Russian Ammonium Nitrate

The existing anti-dumping duties on ammonium nitrate imported from Russia should be maintained for a further five years at current levels, the Trade Remedies Authority (TRA) has recommended to the Trade Secretary. These vary between £24.085 and £27.374 per tonne.

The TRA is required to advise the Secretary of State whether and why it considers that varying the anti-dumping amount in accordance with its intended final recommendation would meet the Economic Interest Test (EIT). It assessed possible injury to UK industry during the period from 1 January 2021 to 31 December 2024.

In its Statement of Essential Facts (SEF), TRA concludes that dumping of the goods subject to review is likely to recur if the measure currently in place was no longer applied to those goods. The current anti-dumping measure was first applied by the European Commission and transitioned to the TRA when it was established after the UK left the EU. The measure is due to expire on 17 December 2025.

Ammonium nitrate is used in agriculture as a fertiliser and for industrial purposes such as explosives in mining.
