Scottish Chambers' business rates proposal

The Scottish Chambers of Commerce has followed up its recent meeting with the Cabinet Secretary for Finance and Sustainable Growth, John Swinney, by making a series of proposals on reform of the appeals process for business rates.    The Scottish Chambers' paper outlines some concrete proposals for change and opens the door for further discussion on additional reform.
